no converter. any machine can play games from any region but the resolution is different in PAL and NTSC formats so if you're using the wrong one you might get some of the picture cut off for example. at least 1 game does have format issues though - Uncover Featuring Tatjana wouldn't get into the game with my VE-200 switched to NTSC but did work fully in PAL.
to answer you're other question these are games I'd recommend (i havent played/don't have many): Apprentice, Crime Patrol, Mad Dog McCree, Secret Mission, Tetris, Thunder in Paradise, Uncover Featuring Tatjana, Voyeur, Who Shot Johnny Rock.

I think Braindead 13, the 7th Guest, Lost Eden and Burn Cycle are the best games on the CD-I.
A bit slow and repetitive game, but very original is Laser Lords. it's amazing Laser lords didn't get a 18+ rating (strong language).
Other games a lot of people like are the American Laser Games: Mad Dog McCree, Mad Dog II, the last Bounty hunter, Crime patrol, Drug Wars and Who shot Johnny rock?
They are very good arcade conversions, but the originals were a bit frustrating imho. So I'd recommend playing them with a cd-i mouse (much easier than the Peacekeeper gun).
I'd also recommend using a gamepad for the Zelda and Mario games.
I think Escape from Cyber City is very frustrating and very difficult game. Litil Divil is entertaining, I also like it a lot.
The game Zelda's adventure is the most expensive cd-i game released, it currently sells on ebay for prices between 60 and 200 euros (mostly some 100 euros ). Because of the price I would suggest trying the game before you buy it (borrowing the game from a friend or downloading it). Not everybody likes that game, it has very mixed reviews on the web.

i tried ZA from a friend it seems really cool... i heard MarketPlaats sells them for like 20$! i triend and saw ZA for 15.99$ and almost baught it once... =P

'SPAMBOT' Sentences get so funny when some words are automatically changed to 'SPAMBOT'
I haven't played Voyeur much, it is 18+ rated, but I found it to be extremely boring.
The Website 'Marktplaats.nl' is a big garage sale kind of website for people in the Netherlands. Sometimes people do sell their CD-I stuff for low prices.
But if you try to sell Zelda's adventure on Marktplaats I think you get a price between 50 and 60 euros for it.
Prices on eBay are higher, but you can't compare the two that easily.
On Marktplaats you have no idea in what condition the disc will be in when (or even if) it arrives (In most cases anyway).
There is no feedback system whatsoever, you have to trust the seller to be honest and send any items to you after you pay. Especially for people outside Holland it can be risky.
The prices sellers ask in the advertisements are not necessarily the prices that buyers end up paying (they state a low price to lure people to their advertisements, and when you email they just say they already got a higher bid).
But because of the relatively high volumes of cdi stuff that has been sold in the Netherlands, prices here are indeed relatively low.

The game you mean is called 'De Zaak van Sam'. It's a very short detective game ('adventure game'), which does not require any detective skills, but just trying all possible moves until you find the right steps to end the game.
It's not very interesting, and the humor is very cheesy.

I think it is an interesting title. It is short (an hour or so), so it really is an "interactive movie", so "game" may be a bit of an overstatement.
The acting isn't that bad, but the makers clearly had a small budget to make the game (it shows). And the script is very typically Dutch at some points, even though the entire mafia-detective theme is not.
overall I enjoyed playing de Zaak van Sam.
You can activate English subtitles, so you do not need to speak Dutch in order to play.
